we’re going to cook chicken parm together first, then bring it to the dock, im going to bring a bed sheet to sit on, candles, wine. What else should i do?

Ok her birthday is coming up but didn’t know if anything on a birthday is romantic, she pretty much knows its coming soon so I know she will say yes… I don’t have a whole lot of money (hours got cut and just purchased ring) so can’t necessarily spend a fortune (under 100$ if I need to purchase things) I don’t want it to be placed inside food or wine or anything like that will get it dirty (expensive ring) Need some creative ideas please, its snowy michigan here so any themes to that is fine
